CODE OF CONDUCT FOR STUDENT ATHLETES POLICY
Philosophy
At Eagle Valley High Schools, students are expected to conduct themselves, at all times, in a manner that is compatible with the school's function as an educational facility, and in accordance with District policies and regulations. Students who are participating in Athletics and Extracurricular Activates are representing Eagle Valley High School, and their actions reflect our student body. Therefore, students who wish to participated in Athletics and Activities will be required to sign a pledge with their parents stating they will uphold this high standard and consent to the rules, regulations, and consequences associated with these training rules.
CODE OF CONDUCT FOR STUDENT ATHLETES
The student-athlete (the term student-athlete as used hereinafter includes athletics, activities, and student managers) shall obey training and conduct rules appropriate to his/her obligation to teammates, coaches, teachers, and school, as well as to all representatives of hosting and visiting schools. These regulations include, but are not limited to the following:
The student athlete must:
• Not be involved in the use, possession, distribution, give, purchase, exchange or sale of alcohol;
• Not smoke, vape or use any form of nicotine;
• Not be involved in the use, possession, distribution, gift, purchase, exchange or sale of drugs, as that term is defined in District Policy JICH;
• Be willing to submit to rules of conduct and appearance prescribed by the coach when representing the school;
• Meet all eligibility rules of CHSAA And of the District;
A Student athlete who violates any or all of the above rules is subject to suspension or expulsion from participation in athletic activities.
SCOPE OF RULE
From the day a student first participates in a EVHS Athletic or Activity until that student graduates from high school, these rules remain in effect, throughout the school year, including weekends, vacations, and holidays, and regardless if the student is on or off EVHS property.
The consequences outlined here are in addition to, not instead of, those the student
may receive under the ECS's Code of Conduct, the Colorado High School Activities Association By-laws, coaches' team rules, or other sources. They represent minimum sanctions; Principal or designee may increase or modify these consequences in particular cases or in general as he or she deems appropriate.
Although some prohibited behaviors listed below refer to ECS's Code of Conduct, because these training rules are in effect at times and in places when the Code of Conduct may not be, and because students who participated in Athletics and Activities are held to higher behavioral expectation than other students, the Principal or designee may determine that a student's conduct constitutes ground for imposing an Athletic or Activity penalty under these rules even when that conduct does not result in suspension or expulsion from school under the Code of Conduct.
DRUG TESTING POLICY
In working with a community based Substance Abuse Task Force, the ECS Board of Education, ECS District Administration, and the EVHS Administration there is support for policies and procedures surrounding substance use violations and drug testing of students.
Students participating in any EVHS athletic and activity program will be registered in the random drug/nicotine testing pool during the term of participation.
In addition to the random test, when evidence is presented or reasonable suspicion exists, students participants in Athletics and activities may be subject to drug testing. Drug testing is conducted at the school site by district approved means (either hair or urine samples). Students who are suspected may be questions and referred to administration for follow-up and drug- testing if necessary.
CONSEQUENCE MATRIX
The following minimum consequences will result whenever the Principal or designee concludes that a student has engaged in any of the prohibited behaviors listed above. These represent only the consequences for the extracurricular activity and do not include academic sanctions if the infraction occurs at EVHS, on any ECS property, or at any school sponsored event (potentially away from ECS property during a traveling event).
When involved in the use, possession, distribution, give, purchase, exchange or sale of drugs, alcohol, or tobacco the following extracurricular procedures will be followed.
• 1st Offense=
• Suspension from 50% of scheduled games
• Forfeiture of varsity letter eligibility and any opportunity to be nominated for post season honors and / or awards
OR
The student has the opportunity to earn back 25% of one season and the potential to earn a varsity letter and post season honors and awards through the following:
a) Restorative Justice Process for Participants in Athletics / Activities. (See process below) AND
b) 5 hours community service to the school
• 2nd Offense =
• Suspension from 1 calendar year of extracurricular activities
• Forfeiture of varsity letter eligibility and any opportunity to be nominated for post season honors and / or awards
OR
The student has an opportunity to earn back missing one full season (Can carry over to future seasons) through the following:
a) Restorative Justice Process for Participants in Athletics / Activities. (See process below) In addition to the student creating a presentation the shows how he or she will follow through on step 6 of the Restorative Justice process.
AND
b) 10 hours of community service to the school
• 3rd Offense =
Suspension for 100% of remaining career/eligibility for any extracurricular activities for Eagle County School District.
- Forfeiture of varsity letter eligibility and any opportunity to be nominated for post season honors and / or awards
OR
The student has the opportunity to earn back to missing one full calendar year of suspension through the following:
a) Completion of a Substance Abuse Program, approved by the Athletic Director, with a certified Substance Abuse Counselor. The student will have to provide proof of the meetings and completion of the program to the Athletic Director
AND
b) Completion of 20 hours of community service to the school
4th Offense=
The student will be suspended for the duration of his or her high school career.
Restorative Justice Process for Participants in Athletics/Activities
In order for Restorative Justice to be effective, the offender must have a genuine desire to make a change for themselves and take responsibility for that change. This cannot be accomplished alone. The offender will need the help of important stakeholders involved, his or her TEAM.
TEAM: Together Everyone Achieves More - TEAM Members: Coach/Sponsor, team leaders/captains (as determined by the coach/sponsor), Athletic Director, parents, and a Counselor or district Substance Abuse Prevention Specialist.
The offender must meet with the TEAM using the following 7 Challenges as guidelines. The offender cannot move on to a Challenge unless he or she has “mastered” the previous one. “Mastery” is determined by input from the TEAM with final determination by the Athletic Director. This may require several meetings to accomplish.
7 Challenges: The offender must:
1. Discuss openly and honestly about themselves and about their use of drugs, alcohol, and/or tobacco.
2. Discuss openly and honestly about why they feel they are using drugs, alcohol, and/or tobacco.
3. Discuss if their substance use has caused harm or could cause harm (the “to whom” is an important component of this discussion).
4. Discuss his/her responsibility and the responsibility of others for his/her problem.
5. Discuss where he/she is headed, where he/she wants to go, what he/she wants to accomplish, and how his/her substance use could prevent that.
6. (along with TEAM) make thoughtful and meaningful decisions about his/her life and his/her future use of drugs, alcohol, and/or tobacco.
7. Must follow through on his/her decisions about life and substance use. If anyone on the TEAM sees problems or if there is an additional infraction, offender is immediately suspended from play and must go back to earlier Challenges and start over per Discipline Matrix.
Scheduled Games – the calculation of “scheduled games" represents the total number of games on a regular season schedule. However, these suspensions will be imposed whether or not the next contest or contests are regular-season contests or are special events, tournaments, post- season, or qualifiers. Scheduled games do not include scrimmages or out-of-season camps where games are played.
Carry-Over Rule – if the suspension occurs between seasons or has games remaining that were not served, there will be a “carry-over" of the suspension to the next competitive season for the student athlete.
